The PSA House project in central Wellington was a significant, multi-stage project to strengthen and modernise the headquarters of the New Zealand Public Service Association (PSA). The works, delivered over two major stages, ensured the building met 100% of the New Building Standard (NBS) and provided a safer, more efficient and modern environment for staff, visitors, and members.
Stage One, completed in October 2023, focused on structural strengthening, refurbishment, and the re-roofing of the upper levels and basement. This included targeted demolition, a reinforced concrete overlay wall at ground floor, structural steel framing and bracing, and a complete rebuild of the Level 7 roof with new Dimond roofing, cladding, fall arrest systems, solar panels, and improved drainage. Maintaining operations throughout construction required careful planning and coordination between contractors, building tenants, and neighbours. Much of the work took place at height and in exposed conditions, with innovative solutions such as a cantilevered roof scaffold ensuring safety and efficiency.
Stage Two, completed in August 2025, delivered a full seismic upgrade to 100% NBS along with an extensive internal refurbishment. This included the construction of new shear walls from basement to roof, new ground beams, and significant structural steel bracing, columns, and beams. A key milestone was the swift completion of a new concrete shear wall from Ground Floor to Level Six – a major achievement for the site team. Internal works included a full fit-out with new partitions, ceilings, cabinetry, bathrooms, and upgraded services, while the exterior underwent façade repairs, painting, and joinery refurbishment.
Across both stages, the project team placed a strong focus on safety, meticulous planning, and open communication to ensure building users and neighbouring occupants could continue their activities with minimal disruption.
